The overarching goal of the CDF Project is to strike a better balance between the demands for effective and efficient civil administration in the short-term, while carefully targeting resources toward strengthening national capacity for the long-term through enhancement of the efficiency, effectiveness and accountability of the civil service, while securing the necessary expertise to bring the civil service closer to European standards.
