Dr. Gjylieta Mushkolaj
Is a leading expert on NGO Management, the European Court for Human Rights and Freedoms, and the decentralization issues. She serves as a legal expert for drafting the new Constitution for Kosovo, served as an expert on decentralization to the Kosovo Negotiating Team, and on the UNMIK Joint Advisory Council for Legislative Matters. Dr. Mushkolaj co-authored the Albanian/English English/Albanian Human Rights Glossary, published in 2002 in Tirana and Prishtina. Her previous work experience includes the International Center for Not-for-Profit Law, in Washington DC, the American Center in Pristina (USIS), and the UN Commission on Human Rights at the UN Office in Geneva. In 1999, the United States Information Agency, East European and NIS Affairs awarded her the Foreign Service National Employee of the Year award for her work with USIS Prishtina and her contribution for participation in organizing the Rambouillet Conference. Currently Dr. Mushkolaj is engaged in the Ministry of Local Government Administration as an advisor.
