Lawyer, has passed the Bar Exam and has obtained a Master’s Degree in Human Rights and Democracy. Mr. Blakaj has specialised in civil law, and has gained considerable experience in property law, contract law, civil procedure law as well as human rights, judiciary and democracy. This varied experience has provided him the background to assist the Ministry of Environment and Spatial Planning, in the capacity of advisor for the Department of Housing and Construction.
